You've stumbled upon one of Tom's parked domains. Yes, it could be for sale if you made a meaningful offer.
CIRA's contact a domain owner form
This domain is owned by Tom Brown who has been working full time in the webhosting and domain registration world since '97. He is the chief tech (and president and bottle washer) at BareMetal.com.
We need to talk about verification too. Anyone can claim to be "Tom Brown from BareMetal.com", and an inquiry to support@baremetal.com as to whether there is a "Tom Brown" here will certainly generate as "yes" response. But "Is there a Tom Brown there that can sell me microsoft.ca" would revealt that no, Tom doesn't own microsoft.ca and isn't trying to sell it.
CIRA's "contact a domain owner" form isn't the easiest or most friendly way to contact a seller, but it DOES validate that you are talking to the owner of the domain.
Who is BareMetal.com? BareMetal has been a .CA registrar since CIRA started running the .CA registry in 2000. We helped a lot of .CA owners make the transition from the UBC run .CA registry to CIRA. We were also one of the early OpenSRS resellers (same timeframe). We're still active in the web hosting (shrinking) and doma in-registration (growing) businesses.
We're not a huge company, we've consistently had gross revenue between $500k and $1M/year since 2002. So while we _could_ abscond with your $5000 payment for a domain name, it would be a pretty stupid thing to do. If you're buying a $500,000 domain on the other hand, you are starting to get into buy-out numbers :) ... I'd probably recommend hiring lawyers and insurance companies.
